Course Overview
- Overview of the Convention on International Civil Aviation (the Chicago Convention) and annexes to the Chicago Convention i.e. Standard and Recommended Practices (SARP) and their binding force to signatories of the Chicago Convention
- Presentation and explanation of the position and role and procedures and practices of the International Civil Aviation Organization (ICAO) including the procedures and practices related to SARP and analysis of selected SARP.
- Presentation and explanation of the Decision Relating to the Implementation of the Yamoussoukro Declaration Concerning the Liberalization of Access to Air Transport Markets in Africa (Yamoussoukro Decision) and its binding force to its signatories and presentation and explanation of the position and role of the African Civil Aviation Commission (AFCAC).
- General overview of other regional arrangements regulating civil aviation in Africa and in various other parts of the world.
- General overview of civil aviation arrangements among member states of the European Union (EU) and their implications for non-EU civil aviation actors.
Course Outline
Day 1
- Presentation and explanation of the Chicago Convention and its role in the regulation of civil aviation.
- Presentation and explanation of the freedoms of the air and state of their implementation worldwide.
- Presentation and explanation of SARP binding force to signatories of the Chicago Convention.
Day 2
- Presentation and explanation of the position and role of the International Civil Aviation Organization (ICAO).
- Presentation and explanation of ICAO procedures and practices including procedures and practices regarding issuance of SARP.
- Analysis of selected SARP i.e.: Annex 17 to the Chicago Convention on Safeguarding International Civil Aviation Against Acts of Unlawful Violence.
Day 3
- Presentation and explanation of the Yamoussoukro Decision and its binding force to its signatories and meaning for regulation of civil aviation in Africa.
- General overview of the position and role of AFCAC as the executing agency of the Single African Air Transport Market (SAATM) and its cooperation with ICAO.
- Discussion on potential expected progress of regulation of civil aviation in Africa and expanding freedom of the air in Africa.
Day 4
- General overview of other regional arrangements regulating the civil aviation market in Africa.
- General overview of regional arrangements regulating the civil aviation market in various regions of the world.
Day 5
- Presentation and explanation of the EU civil aviation regulation and the EU civil aviation market.
- General overview of implications of the EU civil aviation regulation for non-EU civil aviation actors.
