Course Overview

• The regulatory framework for Quality Management System (QMS) and Safety Management Systems (SMS) in civil aviation.
• QMS and SMS in civil aviation recommended by ICAO.ICAO Doc 9859 Safety Management Manual (SMM) as the basis for managing compliance with ICAO SARP regarding safety in civil aviation according to ICAO standards.
• ICAO Guides to QMS in various fields of civil aviation as the basis for managing compliance with ICAO SARP regarding various fields of civil aviation.
• Mechanisms for control and enforcement of compliance with ICAO SARP and regulatory framework of monitoring compliance with ICAO SARP.

Course Outline

Day 1

• General presentation of SARP binding force and system of monitoring compliance with SARP.
• Definition of QMS and SMS and differences and commonalities in practical application between QMS and SMS.
• Overview of ICAO recommendations regarding SMS and QMS application in civil aviation to monitor compliance with SARP.

Day 2

• Overview ICAO SMM as the basic set of rules for managing compliance with ICAO SARP regarding safety in civil aviation.
• Overview of specific provisions of ICAO SMM on safety management and safety culture.
• Overview of specific provisions of ICAO SMM on safety data collection and safety data protection.

Day 3

• Overview of specific provisions of ICAO SMM on state safety management in civil aviation.
• Overview of specific provisions of ICAO SMM on implementation of SMS implementation in civil aviation.

Day 4

• Provisions of ICAO Annex 15 on aeronautical information services related to QMS.
• Overview of ICAO Guide to the QMS for the provision of Meteorological Service for International Air Navigation.

Day 5

• Mechanisms for control and enforcement of compliance with ICAO SARP and regulatory framework of monitoring compliance with ICAO SARP
